Breakout Session 2B: Taking Lessons from the Ottawa LRT Inquiry – A Discussion on the Way Forward

The Ottawa LRT inquiry report, penned by the Honourable Justice William Hourigan after lengthy public hearings last year, is proving to be an important document for both government and the private sector as they weigh how to improve the delivery of public infrastructure across all asset classes in Canada. Chief among those recommendations is a renewed focus on the third ‘P’ in P3s — partnership. As the report stated: ‘government and private-sector entities must act in a manner that furthers the broader public interest’ and that ‘the public has the right to safe, reliable infrastructure.’” A strong partnership between the public and private partners ensures challenges are met and resolved together, striking a balance that avoids a zero-sum game in order to fully achieve the long-term benefits of the agreement. Our panel will discuss how project participants are exploring risk sharing, scheduling and earlier developer & maintainer involvement to avoid common pain points and increase collaborative spirit.
