Preparations are underway for handing back the operations and maintenance of a variety of publicly owned assets in the United Kingdom. The first generation of Canada’s P3 projects are in the final stages of their agreements, too, but are the private sector partners involved prepared for the practicalities — and costs — of handing back these assets in “like new” condition? And, are public sector owners prepared for taking on these duties and ensuring these assets continue to serve their communities for decades to come with adequate and budgeted maintenance? What can Canada learn from the UK’s experience? When do preparations need to begin? How can we measure the benefits to Canadians including whether the P3 model delivered on its promises and Value-for-Money (VfM) estimations? Moving forward, what lessons can we learn to improve the next generation of P3s?
