Breakout Session 1A: Seeing the Light: Tunnelling Towards Success on the Eglinton Crosstown West Extension

The use of the P3 model in Canadian transit projects has taken a beating in the last few months. But there are also notable successes, quietly getting the job done on an asset class that is notable for its greater risk profile and disruptive impacts on urban communities. Two years after it broke ground, the advance tunneling for the Eglinton Crosstown West Extension is ahead of schedule. The ingredients behind the success to date for this P3 transit project include an ambitious construction schedule that saw shovels in the ground a month after financial close, a team that includes Canadian and international experts, an accelerated design schedule in close collaboration with the client, a series of incentives upon completion of major project milestones and a cooperative strategy that shifted from a complete risk transfer approach to mutually cooperative geotechnical and schedule risk sharing. We’ll take a deep dive into the project to glean lessons on how the public and private sector team is using the P3 framework to forge a stronger, more collaborative partnership.
