Félix is Trade Commissioner at the Embassy of Canada to Peru and Bolivia since March 2018. He is responsible for the infrastructure, transport, and financial sectors. With over 12 years of working mostly in the infrastructure environment, he has gained extensive experience in Public-Private Partnerships (P3) projects for the expansion and deployment of infrastructure in Peru, and in the design of public policies aimed at fostering private investment in infrastructure. His work is currently focused on assisting Canadian companies to pursue opportunities in the fields of infrastructure (economic and social), transportation and Smart Cities, as well as related technical and financial advisory services. Félix holds a BA in Economics (University of Lima) and a Master in Specialized Economic Analysis (Barcelona School of Economics), in addition to specialized studies in public investment projects.
