David is responsible for leading IO’s provision of strategic capital planning advice and services to government. This chiefly involves synthesizing work across all of IO’s business lines including project delivery, asset management, development, infrastructure lending, commercial projects and service delivery modernization to help government deliver on its wide-ranging infrastructure policy mandates through sound execution expertise.

Within Infrastructure Ontario, David leads IO's corporate strategy, governmental partnerships, data & analytics, research and geomatics functions. David also is IO’s executive responsible for a broad set transaction and corporate supporting functions, including:
• Procurement and corporate contract administration
• Capital project budgeting and financial reporting, quality management, agency governance
• Environmental, heritage and energy technical services

Prior to joining Infrastructure Ontario, David was an associate at Torys LLP, where he practiced law in the area of mergers and acquisitions, energy and infrastructure.
