General Session 4: Wanted — Good Partners: How are P3s Changing to Enhance Collaboration?

At the heart of P3s is the third ‘p’ – partnership. In recent years, with concern over risk imbalances rising and dynamic market conditions, the relationship glue holding our most important public infrastructure projects across Canada has started to fray and, in some cases, even breakdown to the point where some believe shifting to other models is the solution. But we can’t change human nature and corporate culture simply by changing the procurement model. How can collaboration be emphasized right from the beginning in partnership models? How might this change the way infrastructure deals are structured, procured and evaluated? How does a government owner select a good partner? What procurement tools can be used to assess “fit” and ability to partner effectively? Do they work? How can both the public and private sector enable this culture? What tools can be used in the implementation period to foster and maintain an effective partnership? And, what happens when the partnership is at a crisis point? What can be done, over and above the contractual obligations, to address the issues and repair the relationship?
