Our workshop series at P3 2023 is a chance to deep dive into key issues impacting the future of P3s in Canadian infrastructure. As the market continues to evolve, Progressive models have found an increased prominence in Canada’s toolbox. With the exception of early contractor or developer involvement, how well do we understand the uniqueness of this amended procurement strategy? With the help of a facilitator, workshop participants will tackle 2-3 targeted questions to help inform Council policy objectives as it advocates for change in the sector, reflective of current market conditions. Questions may include: How do the Progressive models change P3 dynamics? How are key P3 attributes (appropriate risk transfer; consideration of the whole life cycle of the asset; driving innovation and efficiencies; and leveraging private capital and expertise) incorporated? What does the public sector need to consider as these models mature? How does the Progressive model maintain or increase cost competition and continue to ensure appropriate risk transfer?
