Canada's heavy industries, from mining to steelmaking, oil and gas production, and automotive manufacturing to shipbuilding, are critical for growing the country's economy and providing stable, well-paying jobs in rural, remote and urban areas. However, these industries by their very nature are significant greenhouse gas contributors and heavily reliant on fossil fuels. Small modular reactors (SMRs) offer an intriguing path to support decarbonization while providing reliable - and cleaner - bulk heat and power. Cost and complexity are challenges facing early SMR adoption but so too is the need for cooperation between governments, utilities and industry to off-set this 'first of a kind' risk through appropriate financial and funding mechanisms. How can Canada's public-private partnership framework help pave the way towards deployment and what type of risk sharing mechanisms are most suited?
